Plattsburgh, NY – June 12, 2026 – TDC NNY, Inc., a key driver of economic growth and business development in the North Country, is thrilled to announce plans to construct a new childcare facility to be sited in the heart of Air Industrial Park, supported with a $1 million grant awarded by the Northern Border Regional Commission. The building, design plans for which are underway, will offer an estimated 150 childcare slots to be operated by a New York State-certified and registered childcare operator.
“This award is a momentous step forward for local employers and residents, and its development is a demonstration of TDC's unwavering commitment to executing our mission of attracting and retaining quality jobs and investments in the region,” said Danielle King, President and CEO of TDC. “For 65 years, TDC has played a critical role in the success of the greater Plattsburgh area as a private non-profit commercial real estate developer, investing strategically and intentionally to attract, retain, and expand opportunities for employment and career growth in our community.”
The project will be built in one of the region's most employment-rich areas, where the need for quality childcare is felt most acutely. “More than two thirds of Clinton County’s jobs are found within a fifteen-minute drivetime of this proposed facility,” highlighted King. “When it opens, it will have a substantial impact in reducing one of the most persistent barriers working families face: the challenge of finding reliable, high-quality care for their children. For far too many parents, that barrier has meant stepping back from the workforce, forgoing career advancement or training opportunities, or turning down better-paying positions simply because consistent care was out of reach. This investment will change that, opening doors to stable employment, economic mobility, and a stronger future for families across our community.”
“Our community is subject to workforce challenges, just like so many other communities,” said Chris Hay, Chairman of the TDC Board of Directors. “TDC has a long record of leadership and successfully executing projects with a flexible and creative approach to addressing our community’s needs and future growth. We are thrilled to have this support to bring this crucial project to fruition for the community.”
TDC embarked on this project in late 2024, initiating conversations with community stakeholders. The investment required to construct a fully New York State-compliant facility resulted in the determination that financial assistance through grants and local incentives would be necessary for the development. As part of a responsible and sustainable fiscal model to see the building’s construction, TDC submitted an application to the Northern Border Regional Commission’s Catalyst Program that was supported by innumerable community members and elected officials. TDC is exceptionally appreciative of Congresswoman Elise M. Stefanik (NY-21) and her staff for their encouragement and support which resulted in this successful application.
“Over the past decade, I have worked to expand childcare access to Upstate New York and the North Country and I am pleased that the Northern Border Regional Commission once again recognized my advocacy for the importance of reliable childcare in the North Country,” said Congresswoman Elise Stefanik (NY-21). “This project will result in an additional 150 childcare slots in the greater Plattsburgh area and is another example of TDC’s commitment to our North Country families, communities, and employers. I applaud TDC’s leadership on the important issue of childcare access, something I have long championed during my tenure in Congress, and I was happy to work with TDC and NBRC to ensure these funds were awarded.”
“This is simply fabulous news!” said Jamie Basiliere, of the Child Care Coordinating Council of the North Country. “And, how visionary for TDC to realize the dire need for child care in our region—and to actually do something about it! This $1M will help to create a new child care center—boosting the availability of high quality early care and learning opportunities for youngsters and their families! We look forward to working together to make this child care center a reality!”
TDC extends our sincere appreciation to all of our partners and supporters as we continue to pursue the development of this project: elected representatives Senator Kirsten Gillibrand, Congresswoman Elise M. Stefanik, NYS Senator Dan Stec, Assemblymember Michael Cashman, Clinton County Chairman Mark Henry, and Town of Plattsburgh Supervisor Chuck Kostyk; community development partners including Co-Chairs of the North Country Regional Economic Development Council Jim McKenna and Dr. Kathryn Morris, Clinton Community College President Ken Knelly, Executive Director of the County of Clinton IDA Molly Ryan, and President of the North Country Chamber of Commerce Garry Douglas; and subject matter experts Executive Director of the Child Care Coordinating Council of the North Country Jamie Basiliere, and Director of the Adirondack Birth to Three Alliance Kate Ryan.
